Embedding prevention at scale

The local authorities participating in this programme believe that, to be effective and address the issues outlined above, prevention must start to move beyond isolated initiatives happening in a few local authorities and instead become embedded at scale across different levels of the adult social care system.

This could mean:

Across an adult social care department: prevention becomes a core function, not an add-on.

Across a local area system: prevention is delivered in collaboration with health, the Voluntary, Community, Faith, and Social Enterprise (VCFSE) sector, and other key partners.

Nationally: a consistent, evidence-led approach to prevention is taken across all councils in England.

This site sets out a clear, structured approach to scaling prevention within adult social care, often in partnership with health and the VCSFE sector. By establishing strong foundations, this approach can support wider conversations and future developments about how prevention could be expanded across whole councils or broader systems in the future.
